Speaker Biography:
Ted Wheeler served as the Mayor of Portland, Oregon from 2016 to 2024, navigating the city
through one of the most transformative and challenging periods in its history. Under his
leadership, Portland undertook sweeping changes to its government structure, including a
historic overhaul of its city charter and election systems.
x
A proud graduate of Lincoln High School in Portland, Mr. Wheeler went on to earn a Bachelor of
Science in Economics from Stanford University (1985), an MBA from Columbia University
(1989), and a Master in Public Policy (MPP) from Harvard University’s John F. Kennedy School
of Government (1991). He remains one of the Kennedy School’s most distinguished alumni from
the Pacific Northwest.
x
Wheeler’s career in public service began after returning to Portland from the private sector,
where he worked in financial services. In 2006, he mounted a successful upset campaign to
become Chair of the Multnomah County Commission. His leadership there led to his
appointment in 2010 by Governor Ted Kulongoski as Oregon State Treasurer, where he
oversaw and expanded the state’s investment portfolio, growing the pension fund to over $73
billion.
x
Throughout his years in office, Mr. Wheeler demonstrated a deep commitment to public service
and governance, guiding Portland through a time of social reckoning, economic disruption, and
democratic renewal.
